In this consortium project, we examine the epistemic preconditions for transition towards integrated circular economy in cities. The focus is on how the regulation of waste, the integration of urban production and consumption processes, innovative stakeholder collaboration and local, national, and global platforms bring about added value to the stakeholders of circular economy and public value to the urban community and a broader society. The project studies Finnish cities and waste management enterprises by collecting and analyzing of public documents, expert interviews, financial and other data of waste management firms. Foreign study subjects are in Norway, Scotland, the Netherlands, and Japan. The project produces as a result concepts and models of a circular city, which can be utilized by city governments and other stakeholder groups when creating private and public value in the recycling, reusing and other processes of circular economy.
