Description of the granted funding

Complexity is underlining the contemporary digital public service provision and the disruptions of services are gaining increasing public attention for example through social media. Digital service innovations are needed to ensure effective digital services also in the future. However, long-term sustainability requires constant balancing between incremental service development and innovations—namely ambidexterity—also in the public sector. In addition, public services extend beyond the public sector, requiring collaboration and interaction between public, private, and third-sector service providers. Initiating public service innovations in collaboration is challenging, especially in complex service ecosystems such as Suomi.fi platform. The challenge is the varying, even contradictory, objectives of the different service providers needing reconciliation for well-functioning collaborative development. This study aims to provide a broader understanding of collaboration leading to both innovativeness and effectiveness in the development of digital public service portfolios. This research has broad social significance, producing a practical understanding of how digital service innovations can be achieved in collaboration among a wide network of service providers.
